A translation into English of Jean-Pierre Voyer's 'Reich/Mode d'Emploi', here published and distributed by BM Ducasse - the British post-situ group which counted a young Tony Wilson, later of Factory Records fame, as a member. Ford makes reference to the work in his entry for the the Bureau of Public Secrets edition, published the following year, but doesn't include it in the biography.
