According to Kristin Hagge, the locust was chosen because the early Mormons in Salt Lake City "almost got eaten by locusts the first years they were there in Salt Lake, till seagulls saved them, so the seagull is the state bird." The stickers and related ephemera were distributed by placing them at Mormon sites alongside official ephemera during a 1977 trip by Michael Myers to SLC.
